Contest rules and regulations

The “Fighting Corruption with Art” open contest (from now on referred to as Contest) is aimed at the attraction of Russian and American artists, both professionals and amateurs, for the creation of a virtual exhibition which will depict the various forms of corruption.

Using visualization as a powerful educational tool, which speaks both to analytical abilities and human emotions, the Contest will attract a new audience to a discussion about corruption and its influence on society. The rules and regulations at hand determine the principles of the Contest’s organization, conduction, and final evaluation (from now on referred to as R&R).

1. Organization of the Contest

1.1. The founder and organizer of the Contest is the autonomous non-commercial organization “Center of Anti-Corruption Investigations and Initiatives “Transparency International-R”” (from now on referred to as Organizer).

1.2. The organizer:

1.2.1. Is the contest’s main administrative body that conducts general administration and control;

1.2.2. Performs the operative management of events in the bounds of the Contest;

1.2.3. Confirms the R&R of the Contest and controls adherence to them;

1.2.4. Confirms the lineup of the Contest’s judging panel (from now on referred as the Panel);

1.2.5. Places information about the Contest on the Contest’s website https://fightcorruption.art/, as well as on mass media outlets;

1.2.6. Performs the organizational and technical and methodical provisions of the Contest, as well as the activities of the Panel;

1.2.7. Sets the terms of participation in the Contest, as well as the selection criteria for Contest submissions;

1.2.8.  Processes applications for participation in the Contest, registers participants and winners of the Contest;

1.2.9. Conducts the collection and evaluation of the Contest’s results;

1.2.10. Organizes the rewarding of the Contest winners.

1.3. In order to achieve maximum objectivity in the selection of participants of the main tour of the Contest, the Contest Organizer creates the Contest Panel.

1.3.1. The lineup of the Panel includes cultural workers and experts in the anti-corruption field.

1.3.2. The Panel formation is performed by invitation from the Contest Organizer.

2. The procedure and deadlines of the Contest conduction

2.1. Both amateur and professional artists that are citizens of Russia or the USA may participate in the Contest.

2.2. The Contest consists of two tours: selection tour and main tour. The selection tour will take place from December 20th 2021 to February 28th 2022, and the main tour from April 20th 2022 to June 15th 2022.

2.3. The award ceremony for the winners of the Contest will take place in May 2022.

2.4. Selection tour of the Contest

2.4.1. The selection tour of the Contest begins on December 20th, 2021.

2.4.2. The terms of the selection tour are published on the Contest’s website https://fightcorruption.art/

2.4.3. In order to participate in the selection tour of the Contest, prospective participants must register and fill out a form published on the Contest’s website https://fightcorruption.art/ until February 28th, 2022.

2.4.4. The registration of participants of the selection tour of the Contest is conducted by the Contest organizer under the condition that a form was filled out on the Contests’ website https://fightcorruption.art/.

2.4.5. Based on the forms submitted by the participants of the selection tour, the Panel will select no less than 25 (twenty-five) participants of the main tour of the Contest until March 15th, 2022.

2.4.6. During the selection tour the Panel evaluates the art pieces submitted by the Contest participants together with their written descriptions. The pieces are submitted for Panel evaluation without indication of authorship in order to adhere to the non-bias principle.

2.4.7. The Panel evaluates the submitted pieces by assigning points to each piece.

2.4.8. The Contest Panel summarizes the selection tour of the Contest, creates protocols with the number of points that were assigned to each art piece and sends them back to the Organizer no later than March 15th, 2022.

2.4.9. The final information on the results of the selection tour of the Contest and the participants that will move to the main tour is sent to the personal email addresses of all participants of the selection tour after the end of the selection tour, but no later than March 15th, 2022.

2.5. Main tour of the contest

2.5.1. The main tour of the Contest takes place from April 20th, 2022, to June 15th, 2022.

2.5.2. The Contest participants whose art pieces were selected by the Panel are considered to have entered the main tour of the Contest.

2.5.3. The art pieces selected by the Panel will be displayed on the Contest’s website https://fightcorruption.art/ together with their written descriptions.

2.5.4. The winners of the Contest are determined in two nominations: Nomination I – winner of the Contest by audience polls, Nomination II – winner of the Contest by Panel member vote.

2.5.5.1. In order to determine the winner of the competition in Nomination I the Contest Organizer organizers an open vote on the Contest’s website https://fightcorruption.art/

2.5.5.2. The vote takes place from 12:00 on April 20th, 2022, to 20:00 on June 15th, 2022.

2.5.5.3. The vote is performed by users registered on the Contest’s website https://fightcorruption.art/ by pressing the “like” button corresponding to an art piece. One user may vote for each art piece that has been presented for voting once.

2.5.5.4. The art piece that has received the most votes in the aftermath of the open vote is acknowledged as the winning submission,  its author is recognized as the winner of the Contest and receives the audience choice award.

2.5.5.5. If in the aftermath of the open vote two pieces have received an equal number of votes, two authors are recognized as Contest winners and receive the audience choice award. The sum of the award, indicated in item 4.3. of the R&R will be split into two equal shares between the two winners.

2.5.6.1. In order to select the Contest winner in Nomination II the Panel members organize a closed vote with a deadline of June 15th, 2022.

2.5.6.2. The art piece that has received the most votes in the aftermath of the Panel members’ closed vote is acknowledged as the winning submission, its author is recognized as the Contest winner and receives the Contest Panel award.

3. Summary of the Contest, announcement of Contest winners and award distribution

4.1. The Contest panel summarizes the results of the main tour of the Contest and creates two protocols by the results of the votes in nominations I and II with the indication of the number of votes that each submission has received, and forwards them to the Organizer no later than June 15th, 2022.

4.2. A single person may be recognized as the winner of the Contest in both nominations, information on which should be included in the protocols created in the aftermath of votes. In this case, the single winner of the Contest receives the audience choice award and the contest Panel award in accordance with items 4.3 and 4.4 of the R&R.

4.2. Based on the vote protocols, provided by the Contest Panel, the Contest Organizer announces the winner(s) of the Contest by publishing information on the Contest website https://fightcorruption.art/  and forwarding of information to the contest winners’ personal email addresses by June 20th, 2022.

4.3. The Contest winner in Nomination I receives the audience choice award of 500 (five hundred) USD.

4.4. The Contest winner in Nomination II receives the Contest Panel award of 1,000 (one thousand) USD.

4.5. The audience choice award and the Contest Panel award must be paid in rubles as the sum equivalent to 500 (five hundred) USD and 1,000 (one thousand) US based on the official US dollar rate established by the Central Bank of the Russian Federation as of the day of the payment.

5. General provisions of the Contest results

5.1. The art pieces that were submitted by Contest participants as a part of filling out the form for Contest participation are not returned to Contest participants or paid for.

5.2. After the end of the Contest, the rights to gratuitous use of art pieces submitted by Contest participants as a part of filling out the form are transferred to the Organizer based on a simple non-exclusive license with mandatory respect for copyright. The pieces may be used in the Contest Organizer’s non-profit non-commercial activities/

5.3. Objections, appellations or claims in regards to the Contest results are not accepted.

5.4. Tax payment is performed by the Contest organizer in accordance with the legislation of the Russian Federation.

5.5. All expenses related to Contest participation – payment for Internet access, etc – are independently paid by the Contest participant.

5.6. The award for winning the Contest is sent by the Contest Organizer to the contest winner’s checking account. 5.7. The distribution of awards to the winner(s) is performed in absentia by publishing information on the Contest’s website https://fightcorruption.art/, the Contest Organizer’s website https://transparency.org.ru/, and on social media accounts of the Contest Organizer in accordance with item 4.2 of the R&R.
